Arden Hills' plan for U.S. 10 intersection will disrupt mobile home park
A disputed road project in Arden Hills is taking its first baby steps forward after years of debate. The Arden Hills City Council has chosen a proposed footprint for the reconstruction of the County Road 96-U.S. 10 intersection, just three months after rejecting a previous plan and asking designers to come up with something better. The city, along with Ramsey County and the Minnesota Department of Transportation, wants to eliminate the intersection by building a U.S. 10 bridge over the county road. Motorist safety is a major concern, as is connecting the Twin Cities Army Ammunition Plant, a future development site, to the community. Plans for the intersection have drawn criticism because of the potential impact on Arden Manor, the mobile home community bordered on the east by U.S. 10, on the south by County Road 96 and on the west by Interstate 35W. In January, the council voted down a proposal because it would have displaced more than 40 mobile homes in Arden Manor. The council determined that number was too high and asked project designers to come up with a plan that would have a lesser impact on the park and its residents. The design team came back to the council last week with four new options. The first would essentially leave U.S. 10 where it is now, but new construction would affect 15 mobile homes. The fourth option would affect zero residents and buildings, but the highway would be shifted 217 feet to the east and cost about $12 million more. The two other proposals lie between the two extremes.
