St. Louis Park OKs ordinance restricting pawnshops

But Pawn America bought property expecting to get a license. The company says the city acted in bad faith. ... However, St. Louis Park officials and residents who lobbied for the changes in the ordinance said the new guidelines aren't meant to run pawnshop owners out of town. "I don't mind a pawnshop in St. Louis Park, but it has to fit the neighborhood," St. Louis Park resident Brad Benson said. Benson is a member of the Elmwood Neighborhood Association and has two children. Residents from his neighborhood and others who live near the Trestman property packed the council chambers when the moratorium was enacted in October. Kevin Locke, St. Louis Park's community development director, said the new ordinance requires new lending businesses to obtain conditional use permits from the city after a public hearing.
