St. Paul's taxpayers take a bruising
A typical city homeowner could see taxes increase nearly 14 percent. Complexities in the tax system and a host of other factors, though, mean neighboring rates will be higher or lower than in 2006. With its state-funding hopes dashed, St. Paul is moving toward the harsher of two budget scenarios proposed this year by Mayor Chris Coleman -- about a 15 percent increase in the city's levy for 2008. For the owner of the city's median-valued home, such a move -- when combined with school and county tax proposals -- could boost property taxes by as much as $248, or 13.9 percent, in 2008, Ramsey County tax estimates show. But the tax system is a complex one, especially so this year. Wide variations are seen from one city, one neighborhood and one home to the next, said Chris Samuel, county manager of local government policy and research.
