What could $4 billion buy? In Dakota County, the answer includes penguins, bus stations and a new public safety hub to take a bite out of white collar crime. ... All told, statewide requests are expected to amount to $4 billion, but lawmakers say they will pare them down to $1 billion. And whatever budget items survive the legislative wrangling could still face an uphill battle at the Statehouse. Last year, Gov. Tim Pawlenty vetoed a $334 million capital investment package that passed the House and Senate. But Dakota County officials say lawmakers usually smile on many of their initiatives, in part because of careful planning, local matching dollars, regional usefulness and a mix of partners. Specific items include $10 million for a new performing arts center in Burnsville, $30 million for the Minnesota Zoo in Apple Valley and $22 million for a bus rapid-transit system from Lakeville to Bloomington. The full list totals about $151 million.
