Woodbury officials reject proposal for $40 million SportsPlex hockey facility

Woodbury officials have turned down a $40 million sports complex proposal, saying the project is too risky for the city. ... Mayor Bill Hargis said Thursday the risks were too great. The proposal called for the city to kick in $8.5 million through public funds and bonds. "We didn't see enough positives," Hargis said. "It's really an entrepreneurial activity - not something the city ought to try to do."
